to the Official Website of the Ealdormere College of Heralds. The College is
comprised of the warranted heralds and pursuivants within the Kingdom of Ealdormere
(encompassing most of the Province of Ontario, Canada) in the Society For Creative
Anachronism, under the guidence of the Trillium Principal Herald and their Staff.

Herein are the decisions
of clarification made by Erick of Longacres, Trillium Principal Herald of the
Kingdom of Ealdormere during his tenure.
March 6, 2004 – Request To Withdraw a Submission
Based upon a submission by Caitlin inghean Tomais ui Duibhir, Per chevron wavy Or and azure, a rose slipped and leaved proper, in chief vert, a sewing needle and cotton hank argent.
The submitter, prior to the Commentary Meeting forwarded a request to “withdraw” the submission. Based upon discussion between the Trillium Herald, the Green Mantle Herald and those individuals present at the Commentary meeting, it was decided that the request for “withdrawal” would be granted without penalty. Further to this discussion, the decision was made that in similar cases in the future, the following requirements and standards would be placed upon the request for withdrawal,
a) a formal letter of withdrawal must be received by the Green Mantle Herald 1 day prior to the published date of the Commentary Meeting (e-mail shall be considered an acceptable method of communication for the purposes of this procedure);
b) in cases where such a formal letter is received the submission will be withdrawn without penalty;
c) should such a formal letter not be received prior to the meeting the submission in question will be processed as per the Ealdormere College of Heralds policy and any further action by the submitter must be done through the appropriate processes at Laurel-level;
d) In such cases, the following procedures from the Laurel Sovereign of Arms, shall apply: The submitter must contact Green Mantle with a request for withdrawal and Green Mantle will include this request on the next Letter of Intent. Laurel will then classify the submission as “Returned” (with a note that it was withdrawn by the submitter) and the “new” version will be treated as a “Re-submission”.
Addendum from Laurel Sovereign of Arms:
Could I get you to extend
when receipt of a letter of withdrawal will prevent the item being forwarded
up to Laurel.
If you get a letter before the LOI has been sent it would save the submitter
time and the Ealdormere College of Heralds the cost of sending the forms and
the CoA and Laurel the time needed to deal with that item. If the LOI has
already been mailed then the notice could go on the next LOI, once again saving
the time of the CoA
commenters.
Basically, the sooner you can stop the submission from going to the next step
it is better.
Beyond that it looks good.

Clarification within law:
Further to this ruling please note Ealdormere law VII – 205 which reads:
The Trillium Herald, through their deputy (Green Mantle Herald as defined
above) shall ensure that fees for services in the submission process of names
or armory are sufficient to cover the cost of such services. Any such fees,
collected by the Kingdom, are not refundable to the submitter. Under
this law, even if a request for withdrawl is made by a submitter, the funds
are non-refundable and the sybmitter must follow the same procedure as a device
returned for further work at the Kingdom-level. Future "re-submissions"
must be marked as such.
March 27, 2004 – Posting of Trillium Staff Positions
The following Guidelines should be followed for the posting and filling of Trillium Senior Staff positions:
Trillium Herald – as per Kingdom Policy must be posted in the Tidings with applications going to the out-going Trillium and the Seneschal. The applications will be considered by Privy Council and the decision will be voted upon at a regular Privy Council meeting
Green Mantle Herald – The position must be posted in the Tidings and applications should be sent to the Trillium Herald and the Kingdom Exchequer.
Trillium Signet – The position must be posted in the Tidings and applications forwarded to the Trillium Herald and out-going Trillium Signet. The decision will be made with h the input of the Privy Council and the Crown.
The In-Land Seas Herald – This position does not need to be posted but the decision should be made with input from the Privy Council and the Crown.
All Other staff Herald positions – The positions should be posted in the Tidings with applications sent to the Trillium Herald. These positions do not require the input of Privy Council
All staff Pursuivant positions and the Privy Seal – These positions are appointed by the Trillium Herald and the senior Herald responsible (if applicable). They do not need to be posted in the Tidings.
May 8, 2004 – Change-over date for the Trillium Herald
The change-over from one Trillium Herald to the next has traditionally happened at Spring Coronation – This is not necessarily the best day for the new Trillium to be “dropped” into the position. It has been determined that perhaps the best time would be Melee, with the in-coming Trillium actually being chosen in the previous December or January, thus allowing the new Trillium some training time, including Domesday report, Coronation and Crown. The opening should be posted within the Tidings in, at the latest, the November issue (7 months prior to the change-over date). This would allow for the collection of resumes, the decision of Privy Council and the Crown and the approval by Laurel.
ADDENDUM (November 18, 2004): The change-over has been changed to the evening of Crown Tournament – after the heirs have been chosen and crowned – The out-going Trillium is still fully responsible for the tournament and the organization of the day. This changeover should be one of the last pieces of business (other than awards).
December 30, 2004 – The Reporting Requirements for the Trillium Signet
The Signet does not need to send in a quarterly report per say – but simply an e-mail confirming their contact information (SCA name, name, address, phone number, e-mail address, membership # and expiry date) At the conclusion of each reign the Signet is required to send a Reign Summary, listing all of the awards which were handed during the reign (which they have record of) and a simple listing of the participating scribes for the reign (this can include how many scrolls each worked on, but is not “required”)
The Domesday report (January 1) should include the Signet’s complete contact information, a list of the scribes who have contributed over the past year (specifics of how many scrolls each worked on is not required) and a general summary of the “state” of the Scribal College – are things going well, has it been difficult to get scribes to volunteer, have the Royals been giving enough lead time etc and any questions or concerns that the Signet may have.
February 1, 2005 – Banishments
The Trillium Herald should announce any banishments – this is not a job which should be delegated to another herald – although it is not a pleasant experience, it should be considered part of the job.
The following is the prescribed wording for a Banishment:
”We have witnessed
the generosity of the Crown of Ealdormere, now bear witness to Our justice.
Be it known that We, King <insert name> and Queen <insert name>
are issuing a Level <1, 2 or 3> banishment for <insert LEGAL mundane
name>, known in the SCA as <insert COMPLETE SCA name that they go by>,
in other times known as <insert any other SCA names that they have gone
by, including registered SCA name, if different from above>.”
March 30th, 2005 – Display of Group Arms
It has been a long-standing SCA-tradition that the only individuals who may wear group arms are the local pursuivant (Shire, Canton, Barony etc) and the sitting royalty. Kingdom Law bears this out in relation to the Kingdom Arms in section I-402. It is my interpretation of this law in conjunction with traditional practice that what holds for the Kingdom also holds for local groups. As such, only the local pursuivant, the appropriate Baron/Baroness (if applicable) and the Royal Family, may wear any group arms. While some may argue that the local Seneschal, as the legal representative of the group holding the registration, should maintain the right of display, my interpretation of tradition would be that the local pursuivant is responsible for matters heraldic (as per the SCA Administrative Handbook, Section XIII) and as such is the administrative holder of the registered arms. Local group members may freely wear any badges registered to the group for the purpose of “populace badges”.
